The Tennessee State Department of Education defines intellectually gifted as a student whose abilities and potential for achievement are so outstanding that his or her educational performance is adversely affected. Eligibility for gifted services is based upon evaluation of educational performance, creativity/gifted, and cognition/intelligence.
